We want to create a culture that fosters excellence in customer service, open and honest communication, transparency and accountability, data driven decisions, and business initiated process improvement. **Your opportunity at a glance** The Washington State Liquor and Cannabis Board (WSLCB) is accepting applications for a Chief Information Officer (EMS 4) opportunity. **As the Chief Information Officer**, you will manage the Information Technology Services Division (ITSD) of 43 staff and directly supervise four direct reports including the IT Operations Manager, Applications Manager, Standards and Governance Manager, and an Administrative Assistant. In this position, you will wholly own the establishment and execution of agency-wide technology strategy and ensures its integration with the agency’s business strategy. In this role, you will lead the division's strategic planning, long-range road mapping, and set performance objectives. Additionally, your position also monitors compliance with division and state technology policies and ensures that the division makes the most efficient use of state resources. Your operational responsibilities include oversight of service delivery, staff allocations, IT procurements, contract and vendor management, and division budget preparation. Finally, as the Chief Information Officer, you will serve as the division’s appointing authority, making all final hiring and disciplinary decisions. **The Information Technology Services Division** is headquartered in Olympia and is an engaged partner in pursuit of the agency’s mission. Duties **Position Profile** Reporting directly to the Agency Deputy Director, your position will support the agency mission and establishes technology strategy, lead and manage technology professionals, and oversee division business operations. You will be a member of the WSLCB agency leadership team, and participate in the development of the agency’s business model, operating model and strategy development. Additionally, you will represent the WSLCB with external partners in the public and private sectors, including WaTech, Office of Cybersecurity, and the state CIO community. In this role, your position regularly engages with other external stakeholders such as members of the Legislature, licensees, licensee business associations and representatives of commercial software companies that integrate with WSLCB technology solutions **Some of your primary responsibilities include:** * Provide strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management. * Determine the operating model for information and technology to foster business-oriented and digital-ready culture, mindsets and practices. * Collaborate with executive leadership and business partners to define and execute the digital business strategy, * Participate and partner with the business leadership team to drive culture change in support of digital business transformation. * Lead the establishment and execution of a digital workplace strategy that enables the development of digital dexterity in the workforce. * Effectively mentor, train, coach, counsel, and motivate staff to achieve consistently high performance, and ensure employees have the tools and work environment to be more engaged, productive and effective. * Develop and maintain an IT workforce with the appropriate mix of business knowledge, technical skills and soft competencies. * Oversee the agency’s cyber and data security programs, maintaining adherence to all relevant regulations and industry best practices. * Organize and negotiate the allocation of IT resources to ensure the timely delivery of service and identified expectations of the outcome of the project. * Oversee division’s legislative program, ensuring that bill analyses, fiscal notes, and budget proposals are completed according to agency standards. Qualifications **CANDIDATE PROFILE** WSLCB is seeking candidates with strong and effective leadership skills that have knowledge and ability to foster a culture of collaboration, innovation, vision, and creativity across a diverse group of IT professionals, technicians, and staff. The successful candidate will promote workforce diversity, equity, and inclusion, and have demonstrated experience in strategic and operational business planning principles, processes and performance outcomes measurement. Our ideal candidate will have experience in the development, authoring and implementation of comprehensive IT governance and possess the ability to interact with partners, stakeholders and customers in strategic planning and problem solving. Additionally, the ideal candidate will be highly innovative and provide creative and effective solutions to issues identified related to IT infrastructure and operations. **REQUIRED QUALIFICATIONS** A Bachelor's degree in Computer Science, Information Technology, Public Administration, Public Affairs or closely related field and five (5) years of experience in business or technology senior leadership. Experience may substitute on a year for year basis for education. In addition to the required qualifications, the candidates must have progressive experience in the following: * Supervising technology managers * Independently representing division or agency services to a diverse group of internal and external customers * Independently facilitating and maintaining strategic plans * Independently sponsoring IT projects using a recognized methodology such as PMI or PRINCE2 * Overseeing the development of technology policies and procedures * Managing division or agency contracts * Building and managing to an established budget * Managing cybersecurity standards and practices **DESIRED QUALIFICATIONS** * Master’s degree in information technology management or public administration * Five (5) or more years of experience managing multi-disciplinary technology teams * Experience drafting budget decision packages * Experience analyzing proposed legislation and/or fiscal notes for IT impacts Supplemental Information **HOW TO APPLY - Click "Apply" to submit and online application along with the required attachments.
