CanMar Recruitment is looking for Employee Relations Specialist for our client in Burnaby, British Columbia.



About Our Client


The client is a branch of government responsible for the cannabis and liquor industry of B.C. It operates the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores. It employs nearly 5,000 people in over 200 communities and have hundreds of career opportunities across wholesale, retail and corporate operations. It is based in Burnaby, British Columbia.


About the Role


As an Employee Relations Specialist for our client, you will report to the Director of Employee Relations & Investigations. You will also provide expertise, leadership, and direction in interpreting and administering collective bargaining agreements; complying with labour, employment, and human rights laws; managing workplace accommodation and unionized environment matters.



  • Provide advice about managing employee grievances, underperforming employees, discipline and performance matters, and resolving workplace conflict
  • Interpret collective agreements, terms and conditions of employment, organizational policies and procedures, and relevant labour, employment, and human rights legislations
  • Oversee the processing of formal grievances, workplace disputes, or other workplace-related complaints with union representatives
  • Respond to union information requests
  • Provide initial response on matters pertaining to workplace accommodations especially on religion and family status
  • Prepare grievance files for cases conferences with the union and for formal arbitration hearings
  • Represent the office in case management, joint union/management committee meetings, and formal hearings
  • Deliver orientation and training sessions on labour relations matters, trends, dispute resolution and collective agreements
  • Research and compare information from other collective agreements
  • Stay updated of emerging issues and trends on grievances and workplaces disputes of significant impact
  • Lead workplace investigations about collective agreement, human rights legislation, and other government policies such as, but not limited to, bullying, harassment, and misuse of managerial authority
  • Support labour relations advisors in minor workplace investigations
  • Prepare materials (scripts, questions, plans, documents, evidence) for major investigations
  • Prepare detailed reports to help decision-making on conflict resolutions 
  • Educate stakeholders on HR policies and procedures, the collective agreements and related legislation
  • Provide mentoring and ongoing guidance to labour relations advisors on planning and execution of workplace investigations


  • Post-secondary degree or diploma in a related discipline such as labour relations, employee relations, human resources, administrative law, or investigations
  • Three (3) years of recent and related progressive experience as a Labour Relations practitioner especially on labour relations best practices and management of unionized work environment
  • Experience in managing employees at a senior advisory level, leading labour relations and employee relations investigations, applying due diligence regarding legal implications, representing cases at quasi-judicial hearings
  • Five (5) years of recent and related progressive experience, as above, and related coursework towards a degree, diploma, or certificate would be considered equivalent

Preferred Qualifications


Experience in:

  • Third party interventions – conducting reviews and/or appeals
  • Unionized working environment addressing conflict situations
  • Developing and delivering presentations
  • Client/customer service and relationship building
  • Business transformation and change leadership initiatives
